LETTER OF INTRODUCTION TO POA MEMBERS

A new Board of Directors was elected during the Hidden Shores annual POA
Membership meeting on July 9, 2022. The new board members are Tim Roberts,
Ron Ingram, Rebecca Musquiz, Wayne Carr, and John Cameron. On July 22, 2022
the new Board held a meeting to elect officers: President – John Cameron, Vice
President – Tim Roberts, Secretary/Treasurer – Wayne Carr. Also, Bill Whaley was
elected as Chairman of the ACC, and Rebecca Musquiz was elected as Chairman of
the Boat Dock and RV Parking Committee. On August 6, 2022, the Board attended
a workshop with Doug Plas from PAMco to learn more about the Board’s
responsibilities, both legally and in Association wise. Doug presented options as to
services from PAMco that would streamline the functions and responsibilities of
the Board. For example, taking minutes of board meetings, managing building
plans/fees, collecting association dues, mailing out violation letters, record
keeping, and advising the board of any city/state changes that affect our
community. The board elected to utilize these services.

Therefore, we are recommending that all property owners contact PAMco to
activate their accounts. Their website is: https://pamcotx.com. If you have any
problems logging into your account you can contact PAMco at:
pamco@pamcotx.com for help. PAMco’s website will enable you to pay your
yearly Association dues, submit building plans/fees, review POA financials, see
account balances, etc.
Ever since the Developer transferred control of the Association over to the POA
membership there has been no enforcement of violations to the Declaration
(Property Report) or CC&R’s (Covenants, Conditions & Restrictions). The new
Board has agreed that it is one of our responsibilities to enforce all of the
Declaration and CC&R’s which we as Lot Owners agreed to abide by.
We would therefore ask all Lot Owners to review the Declaration and CC&R’s,
which you received when you purchased your property. If you can not find your
copy, it can be found on the Hidden Shores at Lake Cisco website: https://
hiddenshoresatlakeciscotx, and also on the PAMco website. Please review these
documents in order to confirm/verify that your property is in compliance. We are
asking this because in the very near future, the Board will be sending violation
letters to Property Owners that are not in compliance. These letters will notify
the Property Owner of the violation and allow a short period of time (10 days) to
become compliant. A failure to comply within that period of time will result in a
hefty daily violation fee and/or the enforced removal of the offense.
In the future, we will have open Board meetings where POA members can
attend to observe the workings of their Board. POA members will not be able to
participate in these open meetings, but we may allow time at the end of the
meetings for questions and comments.

Please know that the Board you elected is here for all POA members, for the
betterment of our community. We will work hard to be fair and treat each Lot
Owner equitably. If you have any questions or just need general information, we
can all be reached via email. Finally, we will be posting dates and locations of
future open meetings soon.

Cisco, Texas

The City of Cisco is located in the heart of the Texas Big Country, (45 miles east of Abilene and 105 miles west of Fort Worth), and built off of rich history, hardworking businesses, and a happy, friendly community. With a population of around 3,800 this central Texas town is also an ideal place to raise your family. All these reasons and more are the purpose for the recent growth this town has seen. Businesses and individuals that have relocated here are all learning what it means to be a part of a small Texas town, with a beautiful lake to the north and surrounding ranch and farm land. Cisco is a fantastic place to take your first or continuing steps in the working world. The town might be small, but the businesses and corporations are anything but.

There are many historical markers in the city of Cisco and even a couple of museums that house these stories. The Lela Latch Lloyd Museum is like walking through the town’s history with all of the artifacts that are held within the walls. While just a short way downtown, the first Hilton Hotel still stands. The Conrad Hilton Center is in operation as a museum and community center. This building also houses the Cisco Chamber of Commerce. Not only does the museum tell a story of Conrad Hilton himself, but shows visitors the history of Cisco. From the big dam, all the way to the Santa Clause bank robbery.

Historical Sites

There are a number of places to spend a day out on the town in Cisco. Whether it be at one of the museums learning about the city’s history, at the Myrtle Wilks Community Center playing games in the arcade, or letting your little ones run about on the indoor jungle gym, there’s something for everyone in Cisco. On a special evening one can even catch a live play at the Crawford Theatre out at Cisco College, or take in a new movie just down the road at Eastland’s Historic Majestic Theatre. There are a great number of ways to entertain one’s self in this wonderful community.

Looking to dine out or stroll through town to shop for something special, Cisco offers both! From pizza to Chinese, down to the best burger you’ve ever had, there is a great number of places to choose when it comes to eating out. As we transition from the developer to a POA Board, changes are currently taking place. There
has been some confusion about construction and improvements. We have prepared an FAQ for quick

When do I need to submit a request for approval?
All construction and improvements need to be approved by the ACC along with the required plans,
fees, and deposits.
What are the fees and deposits?
Fees for Any construction of a new residence, barn, workshop or storage requires a $250 non-refundable
fee and a $1,000 refundable deposit, along with an application and required plans
according to the declaration that needs to be submitted for approval. Declaration section 4.01 (a) &
(b) and 4.06.

Fees for Any construction of a boat house and/or boat dock requires a $125 non‐refundable fee,
along with an application and required plans according to the declaration needs to be submitted
for approval. Declaration section 4.01 (c).

What if I am not ready to build but I want to put up a fence or run a water line or electric meter?

Although there are NO fees or deposits required, those are considered improvements and will

need to be approved by the ACC. You will need to submit a request for approval along with the

plans for the improvement. Declaration 1.13 & 4.01(a).

o Improvement means every structure and all appurtenances of every type and kind,

including but not limited to buildings, outbuildings, patios, storage buildings, barns,

garages, decks, stairs, retaining walls, screening walls, fences, landscaping art or statuary,

poles, signs, exterior air conditioning units, exterior water softener fixtures or equipment,

pumps, wells, tanks, reservoirs, pipes, utilities, lines, meters, antennas, towers, satellite

dishes or any other sound or data receivers or transmitters

What if I put up an improvement or construction without approval?

 You will be in violation of the Declaration and will need to cure the violation within 10 days of

written notice or the Association is entitled to take actions to cure the violation(s). Declaration

8.11 (a)(b)(c).

Wind Farm and the HOA Position

 

Dear Owners,

There have been some questions concerning the possible wind farm. The Declaration in concert with the Bylaws grants the Board certain powers. The Board’s duties and responsibilities are to make sure the covenants and restrictions in the Declaration are followed. The Board does not have the power to act on behalf of individual owners regarding the possible wind farm. Owners can seek legal counsel to see what their options are regarding the wind farm. However, the Declaration does not give the Board the power or duty to sue or seek action for an individual owner’ s purchase of their property. If an owner feels as though this is a disclosure issue from the developer, then the owner(s) will have to seek legal counsel for their possible remedies.

Annual/Transition meeting

June 20, 2020,  the owners elected three (3) owners to serve on the Board of Directors.  They are Athena Black, Bill Whaley, and Tim Roberts.

Abatement of Taxes for Proposed Wind-farm

Bill Whaley,  attended a Cisco School Board meeting on July 15, 2020,  where a proposal considering the abatement of taxes for a proposed wind-farm was discussed. The property for the proposed Wind Farm will be located on the southwest side of Lake Cisco.

Many of the people on hand, including myself, expressed their desire for the board to not allow this abatement. The Cisco ISD board took no action on this matter during this meeting citing their need to wait for a report from their accountants showing how the ISD would gain or lose profit if abatement is allowed or denied.

Many arguments were offered to the board that the wind farm will deter new growth and tourism, therefore, lowering the taxes the ISD could expect in the future.

The Bylaws of the Association gives the Board the authority to increase the size of the Board to five (5) members.  The Board can not be less than three nor more than five and it has to have an odd number with staggered terms.  Recently the Board voted to increase the size of the Board to five (5) members.  Those additional two (2) members need to be voted upon by the lot owners.  This vote will be done via a mail-in (absentee) ballot.  Included in this mailing is a ballot.  On the ballot are the names from the candidates presented at the Annual/Transition meeting.  You are to select two (2) candidates by marking an “X” beside their name.  Write in spaces have also been provided.  You may write in a different owner’s name in these spaces if you so choose.  You must be a landowner to be a board member.  It is important that your ballot is signed and your lot number identified on the ballot.  If the ballot is not signed, it can not be counted.  If you have multiple lots, you have multiple ballots.

We have provided a return envelope with postage affixed.  Place your ballot in the return envelope.  Put your name and return mailing address in the top left-hand corner of the return envelope.  Ballots must be received back at the PAMco office by end of business July 28, 2020.

A Board of Directors meeting will be held via zoom on July 29, 2020 (log in details and agenda to follow shortly).  Meeting details will be sent via email.  Ensure that your email address is on file with the management company.  Contact Ian at ian@pamcotx.com to confirm your email address.
